One、Project Basic Situation

Purchase Method: Competitive Negotiation
Package Division: Two packages. A package is: 100 difficult elderly people’s families’ aging-friendly transformation, B package is: 100 difficult elderly people’s families’ aging-friendly transformation. The specific division of each package and the specific number of transformations will be allocated by the purchaser according to actual conditions.
Budget Amount: 600,000 yuan, where A package is 300,000 yuan, B package is 300,000 yuan.
Purchase Requirements: This project is for Jinan City Rencheng District 2025 difficult elderly people’s family aging-friendly transformation project. Through professional transformation service units, construction transformation and additional facility equipment are used to improve the living conditions of elderly people’s families, alleviate the inconvenience caused by physiological function changes in the elderly, reduce the risk of accidents at home, and enhance the quality of home-based elderly care. It mainly focuses on the safety of living space, convenient indoor walking, assistive equipment adaptation, basic intelligent equipment, etc., and carries out basic aging-friendly and intelligent transformation for 200 difficult elderly people’s families in Rencheng District. The specific content is detailed in Chapter Three Technical Standards and Requirements.
Funding Source: Fiscal funds.
Contract Performance Period: A package: Complete the transformation within 30 calendar days from the date of signing the contract. B package: Complete the transformation within 30 calendar days from the date of signing the contract.
This project does not accept joint bidding.
This project allows multiple bids but only one win. Each supplier can respond to both A and B packages, but can only win one package. The evaluation order of A and B packages. If a supplier ranks first in both packages, it will be determined as the successful candidate for the earlier evaluated package. Once confirmed as a successful candidate, it will only participate in ranking and no longer participate in the recommendation of other packages’ successful candidates.

Two、Supplier Qualification Requirements:

Meet the provisions of Article 22 of the “People’s Republic of China Government Procurement Law”;
1.1 Has the ability to independently bear civil liability;
1.2 Has good commercial reputation and sound financial accounting system;
1.3 Has the equipment and professional technical capabilities necessary to perform the contract;
1.4 Has a good record of paying taxes and social security funds;
1.5 No major illegal records in business activities in the past three years (refers to suppliers who have been subject to criminal punishment for illegal operations or ordered to cease operations, revoked license or permit, or large fines (“large fines” are defined as fines over 20 million yuan, and if the relevant laws, administrative regulations, or the State Council’s relevant departments have higher standards for “large fines” in related fields, those standards shall apply);
1.6 Other conditions stipulated by laws and administrative regulations.
2. Qualification requirements to meet government procurement policies: This project is specifically aimed at small and medium enterprises. Suppliers should be small and medium enterprises and must submit the “Declaration of Small and Medium Enterprises”.
3. Specific qualification requirements for this project:
3.1 Registered in China, has the ability to independently bear civil liability and meets the requirements of the procurement documents;
3.2 Suppliers should have an effective business license;
3.3 A supplier can only submit one bid document. If there are the following related relationships (excluding state-owned holding companies) between suppliers, they cannot simultaneously participate in the bidding for this project:
3.3.1 Legal representatives are the same person for two or more legal persons;
3.3.2 Parent company and directly or indirectly held 50% or more of the shares of the subsidiary;
3.3.3 Both are subsidiaries directly or indirectly held 50% or more of the shares by the same parent company;
3.4 Suppliers with criminal records of bribery in the past three years will be handled in accordance with relevant regulations;
3.5 Not suspended or canceled from the bidding qualification for招标 projects in Jining City;
3.6 No bad credit records in the past three years (the evaluation committee will check through “Credit China” and “China Government Procurement Network”). Credit China: Not listed as a dishonest被执行人 or major tax violation case; China Government Procurement Network is not listed as a serious illegal and untrustworthy behavior record (suppliers do not need to provide proof);
3.7 Qualification review method: Post-qualification review;
3.8 This project does not accept joint bids;
3.9 Branches participating in government procurement activities should provide a letter of authorization from the headquarters, which should clearly specify the rights, obligations, and use of qualifications that the branch can represent the headquarters in government procurement activities. For banks, insurance, petroleum, power, telecommunications, and other special industry situations, it is not necessary to provide the letter of authorization from the headquarters.

Suppliers who have not registered with the Jining City Public Resources Trading Service Center should first complete the registration (Jining City Public Resources Trading Website – User Registration – Government Procurement (New). All projects are fully electronic and have no paper documents, so after registration, you must handle CA and electronic signature. Five、Decryption Time

Electronic response documents that cannot be decrypted due to the supplier’s own reasons will not be publicly announced and evaluated.

Specific procedures are detailed in the “I Want to Register” section of the Jining City Public Resources Trading Network and the “Supplier Registration” under the system entrance on the homepage of the China Shandong Government Procurement Network.
The competitive negotiation documents are published on the China Shandong Government Procurement Network and the Jining City Public Resources Trading Network, which is considered to have been issued to all suppliers (the time of publication is the time of issuing the competitive negotiation documents). Please all suppliers download the competitive negotiation documents in a timely manner within the specified time. Otherwise, all consequences caused will be borne by the supplier.
If there is a need to clarify and modify the project, the correction notice will be published simultaneously on the Jining City Public Resources Trading Network and the China Shandong Government Procurement Network in a timely manner. Please all potential suppliers pay attention to relevant information. Once the correction notice is published, it is deemed to have been notified in writing to all potential suppliers.
