Jingcheng High-tech Zone 2025 Forestry Pest Control Project’s potential suppliers should obtain the negotiation documents from the Jingcheng High-tech Zone Public Resources Trading Network (https://www.jnsggzy.cn/GaoXinQu) and China Shandong Government Procurement Network (http://www.ccgp-shandong.gov.cn), and submit the response documents before 9:30 AM on July 14, 2025 (Beijing Time).

- Budget Amount: 600,000 yuan;
- Purchase Requirements: This project is for the 2025 Forestry Pest Control Project in Jingcheng High-tech Zone. The project includes publicity training, comprehensive control, drone control, ground control, green control, manual web cutting, emergency control, and zero pest town creation, etc. Detailed requirements are specified in the fourth part of the negotiation document, which is the procurement content and requirements.
- Service Period: Five months
- This project does not accept joint bids.
Two, Supplier Qualification Requirements:
- It must meet the conditions stipulated in Article 22 of the Government Procurement Law;
- Has the ability to independently bear civil liability;
- Has good commercial reputation and sound financial accounting system;
- Has the equipment and professional technical capabilities necessary to perform the contract;
- Has a good record of paying taxes and social security funds legally;
- No major illegal records in business activities in the past three years before participating in government procurement activities;
- Other conditions stipulated by laws and administrative regulations;
- The qualification requirements that need to be met to implement government procurement policies: This project is specifically aimed at small and medium enterprises. Suppliers should be small and medium enterprises and must provide a “Declaration of Small and Medium Enterprises”.
- Specific qualification requirements for this project:
- Suppliers have a valid business license (if it is a public institution, they must provide a public institution legal person certificate or a company authorization letter if it is a branch). And the supplier can provide corresponding services within the country.
- Suppliers should have 5 or more drones (with a carrying capacity of ≥20 kg), and the performance must be intact and safe. The spraying equipment should be advanced, and the spraying during the flight control should be uniform, meeting the standard requirements. (Based on the drone purchase invoice or lease contract)
- Suppliers should have one or more large wind-sending integrated spray trucks or spray cannon trucks (for self-owned spray vehicles, provide the vehicle registration certificate or vehicle purchase procedures; for rented ones, provide the lease agreement, vehicle registration certificate or notarization; for spray cannon trucks, provide purchase procedures or lease contracts)
- A supplier can only submit one response document. If there are any interrelated relationships (excluding state-owned holding companies) between suppliers, they cannot participate in the bidding for this project simultaneously:
- Two or more legal persons with the same legal representative;
- Parent company and directly or indirectly holding 50% or more shares of the subsidiary;
- All are subsidiaries of the same parent company directly or indirectly holding 50% or more shares;
- As of the day of the negotiation, the supplier has not been listed in the “Credit China” (www.creditchina.gov.cn) and “China Government Procurement Network” (www.ccgp.gov.cn) websites as a discredited被执行人, major tax violation case party, or government procurement serious discredited behavior record.
- If a branch participates in government procurement activities, it needs to provide an authorization letter issued by the headquarters, which should clearly specify the rights and obligations that the branch can represent the headquarters to exercise, as well as the use of relevant qualifications. For banks, insurance, petroleum and petrochemical, power, telecommunications, and other industries with special circumstances, it is not necessary to provide an authorization letter issued by the headquarters;

Method: This project adopts a faceless bidding process.
Faceless Bidding System Location: Suppliers should log in to the Jingcheng High-tech Zone Public Resources Trading Network – Faceless Bidding Hall before the opening time, and use CA to decrypt within the specified time. Electronic response documents that cannot be decrypted due to the supplier’s own reasons will not be publicly announced and evaluated.
Six, Announcement Period
The announcement period starts from the date of release of this announcement and lasts for 3 working days.
Seven, Other Supplementary Matters
- This project must be registered simultaneously on the China Shandong Government Procurement Network (http://www.ccgp-shandong.gov.cn) and the Jingcheng High-tech Zone Public Resources Trading Network (https://www.jnsggzy.cn/GaoXinQu). Suppliers who have not registered on the China Shandong Government Procurement Network must first register. After registration, no further operations are required, and there is no need to upload electronic bid documents or quotes on this website. Suppliers who have not registered with the Jining City Public Resources Trading Service Center should first complete the registration (Jining City Public Resources Trading Public Service Platform – User Registration – Government Procurement). All projects are fully electronicized without any paper documents, so after registration, it is necessary to handle CA and electronic seals. Please all potential suppliers pay attention to the relevant information in time. Once the correction notice is published, it is deemed to have notified all potential suppliers in writing.
- The winning bid notice and cancellation notice of this project will be published simultaneously on the Jingcheng High-tech Zone Public Resources Trading Network and the China Shandong Government Procurement Network in a timely manner. The winning bid notice will display the winning price, scoring results, and the reason for the cancellation of the unsuccessful bidders. Once the notice is published, it is deemed to have notified all unsuccessful bidders of their reasons for not being successful and the reasons for the cancellation of the canceled bidders in writing. The cancellation notice will display the reasons for the cancellation of the canceled bidders and the reasons for the cancellation of the entire project.
