Two, Applicant Qualification Requirements:

Satisfy the provisions of Article 22 of the “Government Procurement Law of the People’s Republic of China”;
Fulfill the qualification requirements for implementing government procurement policies:
- This project is not specifically aimed at small and medium-sized enterprises. Environmental protection, support for small and micro enterprises, assistance for prisons, and welfare enterprises for the disabled are required. See the tender documents for details;
Specific qualification requirements for this project:
- Bidders must be legally registered operators within the territory of the People’s Republic of China and have corresponding service capabilities in terms of personnel, equipment, and funds;
Not listed as a dishonest executive, major tax violation case party, or government procurement serious illegal and untrustworthy behavior record list in “Credit China”, “Credit Shandong”, “China Government Procurement Network”, etc.;
This project does not accept joint bids.

Three, Obtaining Tender Documents

Time: From May 22, 2025, to May 28, 2025 (the period shall not be less than 5 working days from the date of publication of this announcement). (Beijing Time, holidays excluded).
Location: Bidders must log in to the Taian City Public Resources Trading Platform (website: www.taggzyjy.com.cn) within the specified time to obtain electronic tender documents through the system.
Method:
- Bidders need to download electronic tender documents from the Taian City Public Resources Trading Platform system. After obtaining the electronic tender documents, bidders should also promptly pay attention to the “Clarification Document Download” column and the “Government Procurement Transaction Information” column on the trading platform and public resource transaction website for announcements (tender announcements, change announcements). If losses are caused by failure to timely view the platform information, the relevant responsibilities will be borne by the bidders themselves.
